The Garcelon Civic Center is owned and operated by the Town of St. Stephen. The Garcelon Civic Center provides a full range of health, wellness, and cultural services to residents and businesses (with a focus on the Charlotte County, NB, and Washington County, Me., regions). The $19 million facility is located in the heart of downtown St. Stephen, N.B.

The facility is comprised of three main components: the Quartermain Arena (NHL Sized Ice Surface) & Sun Life Walking/Jogging Track, the Aquatic and Fitness Center (25 meter Leisure Pool plus smaller Therapy Pool with slide), and the Culture, Community, and Conference Center. The canteen/catering, and pro shop services round out the facility offerings.

We offer many different options that accommodate single-time users, periodic users and long-term users. Our passes permits access to the entire facility including our fitness center (12+), and public programming of the pool and arena. Our passes exclude entry to any private bookings/events.

Great for frequent users!


We offer memberships for one month, 6 months, or a year, and will expire after the allotted time has passed. We offer memberships for adults, students/seniors, youth, family, as well as couple rates for adults and seniors. Memberships are attached to one person, couple, or family’s name and are non-transferable.

Great for periodic users!


Punch cards differ from memberships as they do not have an expiration date and they are not attached to one name (more than one person can use the same card). They will only expire when you have used the facility 10 times.

Our day passes allow access to our public swimming programs (lap, public, aqua-stretch, toonie, therapy and fit swims), public skating and the fitness center. It also permits access to our saunas whenever the pool is open. The pass allows unlimited use for the day it was purchased on.
